The cost of Commissioning is dependent on many factors including a building’s size, complexity, HVAC system type and whether the project consists of renovation, modernization, or new construction. Commissioning of the HVAC and Controls systems is most important to ensure occupant comfort, energy efficiency, and maintainability. These costs, for new construction, will range from 1.5% of the mechanical system installed cost for larger buildings (over 40,000 sq. ft.) to 2.5% for smaller buildings (20,000 to 40,000 sq. ft.) In most buildings, the mechanical systems represent 20% of the total construction hard costs, so the mechanical commissioning is only 3/10ths to 5/10ths of one percent of the total construction hard costs. This is far less than the cost included in a car or computer for the quality control and testing component that makes those machines so reliable.

The electrical power and fire alarm systems are also lacking for quality control in most projects. Since they have more significant life safety concerns, they receive some of their commissioning from building code inspectors and insurance companies. But they do need additional commissioning due to the interaction between the fire alarm/smoke control system and the HVAC systems. These commissioning costs are less than 1/10th of one percent of total construction hard costs.
